      Eh. Foreign consumers bear a portion of the direct cost due to our exchange rate adjustment, and foreign countries also bear a portion of the deadweight loss due to reduced exports

    2. It is amazing that so few Americans understand how tariffs work. The only way that the foreign “partner” will feel the effects is either through the request by the American “partner” to renegotiate contractural arrangements to “share” the cost, or through the reduction of orders from the American “partner”. It is essentially a delayed effect for the foreign “partner”. The immediate clobbering is to the American company who has locked himself into an “outsourced” production chain. Either he eats the costs until he can’t, or he immediately adjusts his pricing of the end product to earn back what he payed to claim his property at the port of entry.
